What a Binding AI Treaty
Must Contain
A press release is not a treaty. Without these clauses, the document is theater.
Six requirements. Miss one and the agreement can be gamed, ignored, or rebranded as a temporary pause.

Prohibit
Ban development and deployment above a defined general-capability threshold. Technical enough for inspectors. Plain enough for legislatures. No default sunset that restarts the race.

Compute
License large training clusters. Track advanced chips. Report runs above threshold. Hardware is the verifiable surface.

Inspect
A standing international body with access rights, modeled on the IAEA: routine inspections, challenge inspections, public noncompliance reports.

Enact
Treaties bind states; statutes bind companies. Each party needs domestic law, penalties, and regulators that can shut down an illegal run inside its borders.

Carve-out
Explicit protection for beneficial narrow systems so the treaty cannot be painted as a ban on medicine or science. Precision is political armor.

Evidence
Any future relaxation requires demonstrated, independently reviewed proof that control is solved, not a lab press cycle or a boom in stock prices.
